Course Overview
The Barge Supervisor (also called the Barge Master on some installations) is the senior surface-operations supervisor on a Mobile Offshore Unit. The role sits between the Ballast Control Operator below and the Offshore Installation Manager above — accountable for safe operations across the deck, ballasting, station-keeping, transit, and emergency response on any type of floater.
Elite Offshore Academy's Barge Supervisor course prepares candidates for that role in line with IMO Resolution A.1079(28) — the international competence standard adopted on 4 December 2013 for personnel on Mobile Offshore Units. The course is approved by the Liberia (LISCR) flag state and is open to mid-level and senior offshore professionals worldwide.
On successful completion you receive a Liberia-approved Certificate of Proficiency, valid for 5 years. The certificate is valid to work on any type of floater — jack-up, semi-submersible, accommodation barge, pipe-lay or construction barge — and is also accepted by most flag states with a presence in the offshore sector.
The programme is delivered fully online, in a live instructor-led format. There is no in-person attendance requirement. Candidates from the Americas, Europe, the Middle East, Africa, and South-East Asia have completed the course from their home base.
Note on the BCO prerequisite for the role: the BCO certificate (MOU Stability) is not a prerequisite for the Barge Supervisor course itself, but it is required to take up the Barge Supervisor job offshore. Many candidates take the two courses back-to-back.
Pre-requisites
The Barge Supervisor course is open to mid-level offshore professionals preparing for a Barge Supervisor / Barge Master appointment. To enrol, candidates must meet one of the two prerequisite tracks below:
Track 1 — Experience: Three years of service aboard MOUs including one year of service as driller, assistant driller, toolpusher, assistant toolpusher, mechanic, electrician, crane operator, sub-sea specialist, ballast control operator, or equivalent supervisory position on MOUs.
Track 2 — Degree-accelerated: A Bachelor of Science degree from a recognised school of technology, plus one year of service in any of the supervisory positions listed above.
Required for the job (not the course): A BCO (MOU Stability) certificate is required to take up a Barge Supervisor appointment offshore. The two courses are commonly taken back-to-back at EOA — speak with admissions about combined-cohort scheduling.
Curriculum
The Barge Supervisor course follows the competence framework set out in IMO Resolution A.1079(28). The nine subject areas below are each delivered with reference to current operator practice and supplemented by case studies from real MOU operations.
1. Stability and construction — The stability concepts specified for the Ballast Control Operator, applied at supervisory level, plus a period of service in that capacity.
2. Construction — Principles of construction; structural members; watertight integrity; damage control.
3. Emergency duties — Responsibilities set forth in the emergency plan or operating manual relating to the safety of the MOU.
4. Communications — Communication procedures for normal operations and for emergencies.
5. Safe working practices — Occupational safety, health, and hygiene; hazardous areas; permits to work; work over water; work in enclosed spaces (per IMO Resolution A.1050(27)); personnel training; understanding and inspection of safety equipment.
6. Regulatory requirements — International and national regulations and recommendations affecting MOU operations.
7. Emergency first aid — Provision of first aid to a casualty pending transfer to a medical facility.
8. Transit operations — The 1972 Collision Regulations as amended; navigation and electronic navigational aids appropriate to the MOU type; towing procedures including recovery of tow.
Seamanship — Heavy weather; store and bulk liquid transfer; manoeuvring and positioning; anchor handling; dynamic positioning where applicable.
Delivery
The Barge Supervisor course runs as a five-day live instructor-led online programme, scheduled to accommodate candidates across multiple time zones. Every session is live, with an instructor present — no recorded-video component. Candidates participate in discussions, scenario exercises, and assessment in real time.
All you need is a stable broadband connection and a quiet space to work. Course materials and pre-reading are distributed in advance.
Cohorts are scheduled to accommodate participants in:

• The Middle East and North Africa
• Sub-Saharan and West Africa
• South Asia, South-East Asia, and the Pacific

Certification
On successful completion of the course assessment, you receive a Liberia (LISCR) flag-state approved Certificate of Proficiency for Barge Supervisor / Barge Master, aligned with IMO Resolution A.1079(28). Each certificate carries a unique reference number and is independently verifiable online via the EOA verification portal.
Validity: 5 years from the date of issue. Refresher training is recommended at the end of the validity period and is often required by individual operators.
All-floater recognition: The certificate is valid for the Barge Supervisor / Barge Master appointment on any MOU type — including:
• Jack-up drilling units
